I have the honour to refer to my confidential

despatch of 6th September, 1938, forwarding the Report of the

Committee appointed to consider Anomalies arising out of the

recent introduction of new salary scales. In the course of

their deliberations the Committee considered certain personal

representations made by the senior officers of the Harbour

Department but as those did not fall exactly within their

terms of reference no recommendations were made as to them

in their Report. I now desire, however, to submit certain

proposals in this matter for your consideration.

2. The Harbour Master, Commander G. F. Hole, has

represented that he should be granted a personal allowance on

the grounds that he has no further prospect of promotion, has

been on the maximum salary of his scale, £1600, since 24th

July, 1928 and has, since 23rd February, 1929, been discharging

the duties of Director of Air Services in addition to his

ordinary duties as Harbour Master without additional

remuneration.

I do not attach much importance to the first

two grounds, e specially in the case of an officer who has been

fortunate enough to reach the head of his service early in life,

but there can be no doubt that the rapid development of air

transport has thrown a steadily increasing burden on Commander

Hole. In fact it cannot be many years before it will be necessary

to appoint a full-time Director of Air Services. I am prepared

therefore to recommend that Commander Hole be granted a personal

allowance of £200 per annum for so long as he continues to be
